There's a persistent myth:
"Until your animal has been vaccinated against rabies and 21 days have passed, you can't set foot abroad." And you know what? That's only half the truth. The other half sounds much more optimistic ๐
๐ Uncovering the law: What the EU really says
There's a document called
EU Regulation No. 576/2013. It clearly outlines the rules for importing animals into the EU. It also includes special provisions for
the smallest animals:

๐ผ up to 12 weeks | You can travel without a rabies shot. Yes, your body is still small, and vaccinations aren't usually given, but travel is already permitted! |
๐ from 12 to 16 weeks | You can go with a rabies vaccination, even if the mandatory 21 days haven't passed since the injection. The main thing is that the vaccination was administered (and preferably before the microchip, but that's another story). |
This means your two-month-old bundle of joy can legally cross EU borders. The main thing is to gather the right documents ๐
๐งณ What documents are needed to travel with a baby under 16 weeks?
The list isn't that daunting, but every item is important. We're sharing the full checklist โ
1. Microchip ๐
This is the very first thing to do.
The chip is installed strictly before any vaccinations. Without it, vaccinations (if any) will be invalid. The procedure is quick, painless, and involves microchipping the animal the size of a grain of rice. After microchipping, the data is entered into an international database.
2. Veterinary passport ๐ฉบ
International format, completed in Ukrainian and English (or the language of the destination country). The passport must contain:
- Microchip information;
- vaccination records (if any);
- owner's signature;
- veterinarian's seal and signature.
Without a passport, a pet is considered illegal ๐
3. Form F1 ๐
This is a temporary veterinary certificate for travel abroad. It is issued at a state veterinary clinic. It lasts only 3 days. Why is it needed? To obtain the main documentโan international certificate.

Here it isโyour
golden ticket to the border. It's issued by the State Service for Consumer Protection and Consumer Protection based on the F1 certificate and a passport. It's valid for 10 days. This is the document that will be scanned and checked upon entry into the EU.
5. Accompanying documents (most important for little ones!) ๐
But be careful! For small pets under 16 weeks,
additional documents are required to confirm that the baby poses no danger:

Owner's Statement That the animal has not had contact with wild animals (foxes, raccoons, stray dogs, etc.). This can be written in any form, but it's best to leave it to a veterinarian.

A veterinarian's certificate of 30-day quarantine before departure. This confirms that the baby was in safe conditions the entire time, was not sick, and had no access to potential sources of infection.
๐ Sometimes they may request a clinical examination report right before departureโbut this is usually part of the F1 procedure.
๐ง Why do so few people know about this?
Because even some veterinarians aren't always aware of these subtleties. It's easier for them to say, "Wait until 4 months." And border guards might also be surprised to see a baby without vaccinations. But if you have them on hand

Marina was planning a trip to Poland with a three-month-old corgi puppy. The veterinarian at the local clinic said, "You won't be allowed anywhere without vaccinations 21 days in advance."
